Job Description

SUMMARY Paragon, a company within the BSNC family is seeking a Project Manager (PM) to manage federal environmental projects at various locations in Alaska. The PM will have primary responsibility for the planning, execution, and monitoring of environmental remediation projects to ensure safe and successful project delivery. Typical tasks include, but are not limited to, management of scope of work, scheduling, and budget to meet project objectives. These tasks will require team coordination and supervision, financial review, subcontractor procurement and purchasing, in order to meet project objectives for a variety of project types and complexities. In addition the PM will support project estimating and bidding. The PM should have experience with Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Resource Conservation and Recovery Act (RCRA) processes in addition to ADEC and local environmental investigation and closure regulations, supervising the collection, evaluation, and documentation of environmental investigation data, and recommend appropriate solutions. Work may include developing work scope documents, site visits associated with project execution, field sampling and investigation, reporting, performing remedial alternatives evaluations and cost analysis and remedial design, senior review of work plans and reports, developing subcontractor scopes of work and procurement, and subcontractor management. The PM will also assist in providing technical approaches, schedules, and cost estimates to facilitate proposal development. Monitor safety, quality control, and efficiency on projects Prepare project submittals, work plans and reports Manage document production and review Interface with the client, internal teams, and subcontractors to provide reports and ensure quality deliverables Meet schedule performance and financial objectives by tracking and forecasting project progress and requirements Supervise technical staff responsible for preparing, updating, and maintaining plans, permits, and standard operating procedures for projects. Coordinate, supervise and review work assigned to project personnel to ensure accuracy and completeness. Lead and support business development and proposal preparation. Estimate self-performed/subcontractor work, price labor, equipment, and material costs. Manage subcontractors. Occasional travel to remote Alaska jobsites will be required. Ability to prepare and review technical documents Must be task oriented and self-motivated, with the inherent ability to multitask, work under pressure, meet deadlines and work as team member as well as a team lead Experience investigating contaminated sites Preferred Professional licensing in Engineering is strongly preferred, Professional licensing or registration in Geology or Project Management will be also be considered Master’s Degree in science and/or engineering Current 40 Hour HAZWOPER and 8 Hour Refresher Current experience with federal clients including AFCEC, NAVFAC, USACE, USEPA, and others GIS Experience NECESSARY PHYSICAL REQUIREMENTS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. WORK ENVIRONMENT Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job. Job is performed in a modern office setting in Anchorage, Alaska with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system. This position also requires driving and working outdoors in extreme heat/cold and possibly snowy or rainy weather.Must be able to navigate all typical environmental worksite conditions. May require extended travel for various remote project sites. SUPERVISORY RESPONSIBILITIES Supervise, manage, and direct the team selection, training, development and appraisal for work assignments of project personnel. General Direction: receive general guidance with respect to overall objectives; operate within division or department policy guidelines using independent judgment in achieving assigned objectives. ADDITIONAL QUALIFYING FACTORS As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
