Position: Facility Manager 

Reports To: Program Manager 

Department: Fort Bliss – El Paso, TX 

FLSA Status: Non-Exempt 

Annual Salary: $50k-$55k

 

Supervises  

All personnel on contract at Fort Bliss. 

 

General Function 

Facilitate and perform daily, weekly and monthly building inspections for AIR FORCE SECURITY FORCES CENTER (AFSFC) facilities to ensure they are within safety standards, regulatory compliances and coordinate meetings with DESERT DEFENDER GROUND COMBAT TRAINING REGIONAL TRAINING CENTER (DDGCRTC) Mission Partner representatives to triage and close out work order requests via information systems. 

  1. Responsible for ensuring routine inspections are conducted daily for the compound and weekly for additional facilities that are classroom related or used for storage. Ensure Physical Security Inspections (i.e., doors, locks, windows, signs, gates, fences, hatches) are conducted with the Safety Officer, Plans and Program, Fort Bliss Director Public Works and Fort Bliss Fire Department for items installed for security and utilized as communicator when tampered or triggered. 
  2. Provide Facility Data Input and Tracking, and assist Ft Bliss Real Property with work orders. 
  3. Conduct routine safety inspections on exterior Barracks and facilities to ensure safety and in working order.
  4. Conduct routine safety inspections on interior Barracks and facilities to include quarters, quarters restroom (where applicable) dayrooms, common area restrooms (where applicable). 
  5. Conduct room inspections that include Fort Bliss Furniture Management Office (FMO). Frequency of inspections while students are assigned to the dormitories are 10% with the assistance and guidance of a uniform member. 
  6. Follow procedures making sure all keys/combinations issued to their team by the government are not lost or misplaced and are not used by unauthorized persons, whether the key is electronic or a hard key without consent given by the Superintendent assigned for this operation. 
  7. Call in work orders when discrepancies are identified by inspection or when informed of discrepancies.
  8. Assist with Fort Bliss FMO visits for accountability, location and damage, serviceability of items provided per Fort Bliss policy AR 420-1, Army Facilities Management. Assist in maintaining areas located as Offices, Quarters, Dayrooms, Laundry Rooms, Supply Rooms, Classrooms, Warehouses, Clamshells. 
  9. Responsible for tracking and coordinating vehicle maintenance, vehicle use, and ensuring all maintenance is completed in accordance with approved schedules.
  10. Provide inbound and outbound transportation. 
  11. Arrange transportation from the airport to Ft Bliss living quarters for students arriving for training from CONUS or OCONUS locations. 
  12. Conduct inbound procedures that include providing and assigning clean and ready room for students that arrive for training from CONUS or OCONUS locations. 
  13. Provide DD compound rules, safety, work order procedures and facility point of contacts with duty phone numbers.
  14. Have students sign arrival roster and provide electronic key card for facility, room access for the duration of training.
  15. Assign students to appropriate facilities by gender and maintain base integrity when best managed.
  16. Advise of COVID policy for Fort Bliss and COVID Restriction Order of Movement (ROM) protocols and any current CDC guidelines. 
  17. Conduct outbound procedures that include providing cleaning supplies for cleaning procedures and exterior inspection procedures.
  18. Provide times for inspections of facilities interior/exterior and room standards to include common area restrooms, stairwells and laundry rooms. Inspect exterior of facilities structure, grounds, dumpster/recycle, pavilion. Inspect rooms for cleanliness, furniture items, restrooms inside room/water (if applicable), windows, blinds, A/C unit, outlets, structure, electronic locks, door handles.
  19. Retrieve key cards when students are departing.
  20. Arrange transportation from Ft Bliss living quarters to departure airport for students departing training to CONUS or OCONUS. 
  21. Other duties as assigned. 

Skills and Abilities

  • Ability to interact in a professional manner with government and Contractor personnel at high levels. 
  • Ability to successfully articulate verbally as well as through written publications in the form of developing Standard Operation Procedures (SOPs) and security policies, and other publications as required. 
  • Shall Possess state of Texas (Class A or Class B Commercial Driver’s License (CDL) or the equivalent from another state / 26,000 pounds Gross Vehicle Weight Rating (GVWR) / State of Texas--Class B CDL or the equivalent from another state: Bus seating capacity of 24 passengers or more with 26,001 pounds GVWR 
  • Shall have a working knowledge of property management/inventory requirements. 
  • Proficient in MS Office (Excel, Word) and have a working knowledge of Outlook Calendar features. 
  • Shall possess a favorable adjudicated government SECRET security clearance within scope or a verifiable submitted (in-progress) Periodic Reinvestigation (PR) via e-QIP. 
  • Speak, read, comprehend and be fully conversant in the English language.
  •   S hall be able to lift over 60 pounds 
  • Shall be able to maneuver furniture items for inspections, cleanliness, arrangements, and or replacements 
  • Shall be HAZMAT per OSHA #2015, Hazardous Material, General Industry Standards 
  • US Citizenship required unless otherwise pre-approved by Contracting Officer. 
  • Drug Screen and Background Check: Pass with the ability to maintain throughout employment.

Minimum Experience

  • Shall have a minimum of 5 years of experience pertaining to the successful management of facility operations in accordance with the applicable security directives directly related to interacting with various agencies in administering facility management duties/requirements.  
  • High School Diploma or GED Equivalent, Bachelor’s degree preferred.
