GIS SPECIALIST (Subject Matter Expert – Senior) We are seeking a senior-level GIS Specialist to serve as a Subject Matter Expert (SME) in support of FEMA’s Hermit’s Peak/Calf Canyon claims program. This individual will apply advanced geospatial knowledge to analyze, visualize, and support decision-making on claims-related data. The SME will also guide internal teams and ensure FEMA-compliant use of GIS systems. About The Project This project supports FEMA's Hermit's Peak/Calf Canyon Claims Office, which was established to administer compensation for individuals and businesses impacted by the Hermit’s Peak and Calf Canyon Fires in New Mexico. The program ensures claims are reviewed accurately, fairly, and in compliance with federal law. Positions on this project support technical reviews, legal coordination, field inspections, and administrative processing. Key Responsibilities Provide expert-level GIS analysis and mapping support for property and claim data Assist with geospatial data validation, address verification, and visual overlays Guide integration of FEMA datasets, imagery, and third-party sources to support claim adjudication Collaborate with reviewers, inspectors, and legal teams to deliver spatial insights Develop maps, dashboards, and tools that enhance operational visibility and support program decisions Maintain GIS documentation, metadata, and process standards Required Qualifications Bachelor’s degree required; Master’s or certification (e.g., GISP, Esri technical certification) preferred Minimum of 7 years of experience using GIS tools in a government, disaster recovery, or environmental context Expertise in ArcGIS, FEMA geospatial datasets, and remote sensing imagery Prior experience supporting FEMA or disaster claims programs strongly preferred Ability to clearly present spatial information and translate GIS findings into program insights Strong technical documentation, communication, and data management skills
